I gave my grandson 1 tsp of child ibuprofen 1-½ hr. ago. Can I give him his child cold and cough medicine now?

Not knowing what cold/cough medication you have, I can only say that if this has been prescribed by the child's pediatrician, and it does not contain ibuprofen (Motrin or Advil), there would not be a problem.

If the child is 6 years old or less and the cold medication was not prescribed by a physician, I cannot recommend you give this as the FDA has determined the risks of giving young children cough and cold medication outweigh the benefits.
