I took a random blood glucose test this morning before breakfast. The result was 116 mg/dl. Do I have diabetes?

You need two blood glucose tests done on two separate days to be diagnosed with diabetes. A fasting glucose level of 116mg/dl indicates pre-diabetes -- a condition where the glucose level is not normal, but not elevated enough to be considered diabetes. Only your physician can diagnose diabetes. It would be good to make an appointment.
